I can clearly see that the dragonstone has been fashioned around the boots/gloves/visor and used as embellishments for pinning the cloth to the armour. This makes perfect sense given that Dstone armour doesn't confer any additional stats over rune. This doesn't look any more tanky, just more fancy.
